McNamara is on record as saying around 3,500 would remain in Vietnam,
including advisors down to the Battalion level.  Two points you need
to remember here.  NSAM 263 says we =93should be able to withdraw the
bulk=94; it doesn=92t say we are going to withdraw the bulk no matter what
the condition is in Vietnam.  The second point is that at this time
the fools thought they were winning the war and would have it won by
1965.  By winning I mean that ARVN would be strong enough to take
over.  This was all a sad pipedream based on false re****ts from
Harkin=92s and McNamara/Taylor and others buying Harkin=92s crap instead
of getting out into the field to find the actual conditions.
