I didn't say Clay Shaw was a contract agent. Shaw was a contact, an asset,

an informant. Neither was Oswald a contract agent. He was on loan to the 
CIA just as various Marines, including Ned, were loaned to the CIA for the

Bay of Pigs invasion. A contract agent would be someone like Frank 
Sturgis. Helms was the one who started the assassination bureau and hired 
contract assassins.
