Yes, secondary progressions are a day for a year. If you wanted to
progress the above person's chart to 2008, you would add 71 days to May
8 1937 and look at the chart for July 18 1937.
I'm not sure what you're asking in the second part of your question.
But...
You would generally compare the progressed chart to the natal chart, not
to the daily transits.
