Chief, you seem unclear about the concept of complaining to a company
about a paying customer. It is possible that rrock violated some of
the TOS of his ISP; but he's paying them, and you're not. Nothing
he's doing puts the ISP at risk of a lawsuit. Shutting him down would
immediately cost them one paying customer (I'm sure they'd survive),
but would open them up to potential lawsuits for a wide variety of
real and imagined sins, including breach of contract and violation of
his First Amendment rights. Potentially, there could even be a class
action suit against them, the class being customers who were shut down
"unfairly". No matter if the suits are all nonsense and thrown out of
court. It costs them big bucks to pay lawyers to even file an
appearance.
Your complaint isn't going to have much impact. Beyond that, I can't
imagine any admin even looking to see whether there is any merit to a
complaint coming from a newsgroup. Too many angry, raving maniacs to
take any complaint seriously.
You're only likely to get a result if you can show that a crime has
been committed, or that the ISP could face an expensive lawsuit.
Without that, you're wasting your breath (or your fingertips, or
whatever).
