My reply was to your last sentence:
"No one said there was."
IOW, it wasn't treated like a turkey raffle. The people were citizens
with the right to keep and bear arms. When needed for the militia they
were called to service. Were all of them called? Nope, just the number
they felt they needed. However, when called, those citizens who were
called "...were expected to appear bearing arms supplied by themselves
and of the kind in common use at the time.." US v Miller - 1939
