My guess would be a geological study, but I don't know for sure.
Since they had a hell of a quake there, I would guess there is a known
fault nearby, so they could have been looking for it. However, it has
been my experience that they dig trenches rather than pits for fault
detection. Pits are done for slide mapping, but this area looks
relatively flat.
