In fact, no theocracy has evern managed to avoid having laws against
heresy, with increasingly harsh penalties.  Seen from the theocrat's
point of view, it's pretty much necessary.  If your government rests
on an inviolate and omnipowerful god, you can't have people running
around dissing him, saying he doesn't exist.
