i have much designer drug to achieve connection to custom military device 
for information transmissions...  i am in america and must build 
transmitter for shortwave communication with contact in luxembourg...

if your "intelligence agency" isnt ready to hear an idiot like this
picking 
up random payphones, hoping for a phantom clue, perhaps from any cat that 
might walk by, im not sure if youre ready to really play...

this scene is a joke, because ive been shown with this example that most
of 
the military's known "intelligence" community, the CIA or FBI, this might 
be difficult to understand, or just generate giggles...  cops that pay 
attention to more action and have talked to more people about various 
things that arent considered "official" business (for instance, the CIA 
isnt allowed to record information regarding the technological effect of 
merging with pakistani...  a "passing through the side of the vase"
effect, 
and this is considered outside of their "intelligence" collection) might 
know more...  this run on sentance sucks for those elk's lodge members  
with a 33-second memory that cant reitterate information...  im trying to 
say i think average cops are more worldly and prepared for "cloak and 
dagger" than the CIA...
