Many agencies seem to forget the basics that spying is covert and
should not be noticed, it seems like the period just before WW2 broke
out, over confidence and political arrogance such as thinking peace
with the likes of Hilter was possible. Then came war and the tables
turned people woke from their slumber and complacency was gone.
Somehow we forget the enemy is not rational as we see rational they
are not moral and are like wild animals. People who hunt wild animals
are far more focused, maybe we should send our spies tyring to catch
tigers and lions or elephants to get them in the right mindset. They
are not well trained for WW3 at all.
