All that can be reasonably assumed, is that the offspring will have
the background level, and even that ain't guaranteed, I mean, look at
how many xtians there are.

I wouldn't know about that, it was numbers, gathered by various
universities in the UK, during the fifties and sixties, and relating
to the viability of a program of eugenics.
I believe that Eisenhower, Kennedy, Johnson, and Nixon, also approved
such programs.
