Please show me where the "promotion period" is described. Please cite
the rule that states that having an offsite bid proposal up before the
submission period is against the rules.
Thus far, the only rules that seem to apply to this are:

This only states that you must post on those forums during the
nomination period, it does not state you must not announce your bid
prior to that date.

This does not state you are not allowed to have other announcements or
copies of your bid on other sites. They have a site hosted on
altgothic.com, thus they are in compliance.

Note that since the website MUST be hosted on altgothic.com, they
