About Forming a Convergence Exploratory Commitee

Having read the stuff at altgothic.com, I'm curious to know if there
is information regarding the guidelines and best practices for forming
an exploratory committee.

What has been done in the past? What has worked well? What should be
avoided at all costs (including, presumably, making a MySpace page!)?
How should one advertise the exploration without crossing the lines of
Good Sense and Taste (TM) into being a blatant **** about it?

Given the controversy this year, I am expecting (nay, hoping for) some
changes to the guidelines for committees and bids. Is this in active
discussion (that seems like a VERY stupid question), and if so, when
should we expect new rules to be finalized and broadcast?
