Ideally, both parents have the emotional and physical well being of
their children as their top priority. However, your spouse comes first
before your children. Your children will grow older and leave to start
their own families and you and your spouse will still have one another.

Here's the order in which I think it should be in:

1. God (or some moral value system). For example, if your spouse wants
you to kill another person, then you should ignore that request.

2. Spouse. You should value your spouse's beliefs and requests above
everyone else.

3. Children. Your children's needs come before the needs of your family
or friends. 

4. Family/Friends/other people.
