Toss it.  There is no valid reason in this day and age to have mail-in
votes.  If necessary, there could be a provision for a petition to the
C*b*l to get added to the voter database.

I think that the bid submission process isn't broken.  What was broken
was the voting process.  If the voting doesn't work well for non-n.g.
promoters, then they won't be putting in a bid.

I trust the C*b*l in all things.  No, wait.  A better idea:
Does the current database tell us who bought tickets or attended the
previous C*?  If it does, then this should be the voter list.  No
attendance (and/or no ticket purchase), no vote.  Obviously, first
timers can attend, but they don't get to vote until they have
attended.  (obviously this will involve timing issues.  If the vote
for C15 happens before C14, but somebody has bought a ticket for C14,
can they or can they not vote for C15?)

I don't care about the C*b*l member****p, but I do think the member****p
should be known, and maybe they should start using vowels.

I like the idea of more voting power the more C* you've attended.
(ie: you've attended 5 C* then you have a voting power of 5)
