Restricting who can put in a bid makes a lot of sense.  Perhaps
requiring a minimum number of known ag folks or past C* goers?

I like Axel's suggestion for a public voting process.  Also, I
wouldn't at all object to the C*b*l just picking the one they like.  I
have a great deal of faith in their taste. : )

C*b*l seems more than adequate as it is.  Knowing who to thank for
slogging through all of this every year is really nice though.
