Okay, credit toward EVENTUAL Convergence tickets, only winning vote
funds go to even commitees? Losing votes get added to next year's vote
payment, and if your next vote wins, both sets of funds go to the event
folks. If you've piled up several votes and "win" and still can't go,
but you've got credit for a whole ticket, THEN you can transfer it to
someone as a free pass to the winning event. That'll nicely neutralize
the minor tendency people have to vote for stuff they think will win if
they can't go anyway.
