in future there will be a warning system for drivers who transgress in
small ways. they get a point if they are seen overtaking where there is
a solid line, double parking, and so on.
if anyone gets three points the Department wants everyone to know that
they are a fairly poor driver, so they are required to fix a white flag
with a red cross to their car.
if anyone gets six points then they have to affix a second white flag
with a red cross to show they are a very poor driver.
