Well, in my experience, yes and no.

Seams to me
it's an individual manager, clerk, bull**** trip.
Sometimes it's a: "Don't ask don't tell," thing.
Like asking a cop if it's okay to do something
that pushes on the envelope in your neighborhood.
If you ask, you might be told, "No."
If you don't ask, folks may look the other way.
Many people don't pay attention.
Lots of individuals don't care.
We know it's a bunch of crap.
Not everybody agrees.
Private enterprise can set its own rules.
Sad as that may be, it's true. Sew goes culture.
Sometimes I jump in a car
and forget to take any footwear along.
At such times I simply go with the flow
and find out if any static is in the air.
One such time I was in a Target
and couldn't find whatever it was
that I was looking for. I asked a dude
and he, while looking at my feet, directed me
to the area he thought it might be. No problem!
I can't say
that Target is always barefoot friendly
but they're not always barefoot hostile either.
You take your chances most anywhere.
Ya never know when you'll hit a snag.
