No he hasn't shut it down.
The web after all, is a mutable medium and suject to all kinds of
traffic abberations, not at my server neccessarily, but anywhere between
you and I. If you tried a trace you'd see exactly where it stopped,
somewhere in the 20-30 hops between you and anywhere else.
