Here, local government requires a special license for fortune telling. 
Not that the fortune teller has to prove any proficiency, but just 
having their information on file has weeded out a lot of the traveling 
problems here in SC.

As for accountable for what they say? How the heck could you monitor that?

The future isn't engraved in stone... how can a prediction of the same, 
be? Just the fact that the person has a reading and was given a "heads 
up" causes little ripples that affect future events from that point 
on... the things predicted may never happen *anyway* because the person 
was warned and may have made subtle changes that changed the outcome.

If a customer's problems are so intense that possible solutions could 
cause trauma... perhaps they need to see someone who legally COULD be 
accountable for giving bad advice. Like a psychiatrist.

I feel the responsibility is...and always has been... on the customer. 
Their decisions are ultimately theirs to make. Caveat Emptor and all that.
