They must have had a really weird system.  With Aldi, the chain clip 
goes in the back of a box on the handle of the cart and pops the quarter 
out the front. Pretty fool proof. I've never seen one malfunction.

Now see? If they had a quarter sticking in the front, it's more than 
likely someone would have returned it for the cash.  I remember when I 
was a kid... we still had litter... but it was rare to see a returnable 
bottle in it. Kids from the neighborhoods would scour for those for 
candy money. Now that they have cash for cans, it's rare to see those 
among the litter today.  A quarter sticking in the front of a shopping 
cart is mighty fine incentive to take a cart back. I will, on occasion 
see a cart that someone has taken from a shopping center -- but it's 
*never* an Aldi cart.
