A rally and discussion forum is being planned tentatively for February 28
at
King George Square, Brisbane, to debate boundary changes to New South
Wales
and Queensland. The final details of the venue will be available in the
next week on the boundaries website. At this stage, boundary changes
relate
to State boundaries as well as local authorities. Around 10,000 people
are
expected at the rally.

Beattie). The chaos models that have been tested in cyberspace are now
calibrated, so the time has come to apply the models in practice. It is
imperative that people across the globe are given an op****tunity to
express
their views and their preferences taken into consideration before the
boundary changes are implemented. These proposed changes represent big
structural changes to Government Administration in Australia as well as
the
economy generally, so it is im****tant that there is considerable public
discussion on alternative choices before implementation. Brisbane and
Sydney regions are being used as pilot implementations before the system
goes global.
The King George Square rally and discussion forum is expected to take 3
hours. There will also be a further 2 hours of entertainment. It is
proposed that each speaker be given a limit of 7 minutes to make their
point. A panel of academics will then provide their commentary. A
number
of information systems will be developed across the globe to inform and
get
feedback from individual communities. As this is a global system that is
being rolled out worldwide, a lot of energy transfer is expected to occur
between local communities across the globe. This will provide the impetus
to enable structural changes to occur in the provision of Government
services, firstly, in Queensland and New South Wales, and then spreading
to
the United States, South Pacific Islands, Europe, Asia, etc.
During the implementation phase, a number of policy guidelines and
practice
statements will be issued. It is recommended that all relevant decision
makers ensure that these guidelines and practice statements are strictly
complied with in their jurisdictions.
