I've never thought of it.
We have huge communal gardens (which I think is not the same), kept by
the housing company or the city (when they own the houses), between
two blocks of appartments.
In the 50s and 60s, when they were new, there were garden parties and
kids used to play there. Later on, like when we lived there in the
80's-90's, they were deserted most of the time. Grass with trees. Not
even nice to look at and definitely not kept by the people who lived
in the appartments.
It might be a keen idea to grow veggies there! But I wonder whether
people want to have their 'own' piece then.
