Offhand, you could land at Heathrow, take an air****t bus to Oxford
(these are pretty frequent), then change to a train to Hereford, from 
where you could take a taxi (expensive) or possibly a bus to Hay.
Or you could get to Hereford from Heathrow by changing trains at 
Paddington.

An alternative might be to take the fast train to Cardiff,
transfer to somewhere like Merthyr Tydfil or Abergavenny,
and proceed to Hay from there.  Probably slower, but you'd
see more of Wales, and you'd get to ride on a really zippy
train to Cardiff.
